Power Emergency Declared for 17 States as Extreme Heat Threatens Blackouts

The U.S. Department of Energy (DOE) has declared a power emergency affecting 17 states across the central United States as a historic heat wave pushes electricity demand to critical levels. Starting Sunday, the DOE authorized the Southwest Power Pool (SPP) to activate idle backup power plants to prevent blackouts, a move designed to protect roughly 20 million residents from potential rolling outages through August 3, 2026.
Scope of the Power Emergency and Affected States
The emergency order covers a vast region, including Arizona, Arkansas, Colorado, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. The SPP grid operator, responsible for managing electricity flow in these states, now has the authority to deploy offline power plants to supplement the strained energy supply caused by soaring temperatures and increased air conditioning use.
This authorization is the final preventative measure before a Level 3 Energy Emergency Alert would be issued, which could result in rolling blackouts to protect the grid from a wider failure. The DOE stressed that this step is necessary to mitigate blackout risks during this record-breaking heat wave, which has driven temperatures above 110°F in several areas.
Extreme Heat Driving Energy Demand to Record Levels
Across the affected states, meteorologists have identified a persistent heat dome that traps hot air and causes sustained, extreme temperatures. Several regions, including parts of Louisiana and Texas, have experienced heat indexes reaching 113°F to 115°F. The National Weather Service predicts these conditions will continue into early August, pushing air conditioning systems to their limits.
The intense heat has pushed electricity demand to unprecedented heights as millions of Americans seek relief indoors. The DOE estimates more than 35 gigawatts of backup generation capacity remain available nationwide, but the rapid surge in consumption risks overwhelming the supply, especially as renewable energy sources face reduced output due to weather conditions.
Grid Operator Actions and Conservation Appeals
The SPP grid operator recently faced critical supply shortages after a sudden drop in imported electricity from neighboring grids, leaving reserves dangerously low. On July 25, SPP narrowly avoided outages by appealing for voluntary electricity conservation from consumers.
With demand expected to peak on Sunday evening as temperatures climb, the activation of backup power plants will provide crucial relief. Officials encourage residents to continue conserving energy by limiting nonessential use during peak hours to support grid stability.
Energy Officials Highlight Challenges of Extreme Heat
Former Department of Energy official Kerry Duggan emphasized that extreme heat is transforming from a weather challenge into a critical energy crisis. “As heat waves grow more frequent and prolonged, maintaining a reliable and resilient electric grid is essential to keep homes, businesses, and vital services safe and cool,” Duggan said.
U.S. Secretary of Energy Chris Wright credited recent policy changes for enhancing grid reliability, stating that tapping into unused backup generation is key to providing affordable and secure energy during emergencies. Wright also criticized prior administration policies for weakening grid infrastructure and leaving Americans more vulnerable.
