A government contractor has alleged that White House Deputy Chief of Staff Stephen Miller specifically requested that ICE detention centers be designed to be as inhumane as possible. The contractor claimed his proposal for more humane containment facilities was rejected by the Department of Homeland Security (DHS), with explicit orders coming from Miller to keep conditions harsh.
Contractor’s Proposal for Humane Detention Denied
During a meeting with DHS’s deputy director, the contractor presented an idea to build a FEMA-style camp intended to be more humane than the current practice of housing detainees inside large warehouse megaprisons. Despite the potential benefits, the contractor said the proposal was turned down outright.
He recalled, “No one that we spoke to at DHS was for this idea whatsoever. The deputy director told us point-blank that they had pushed back very hard on it. Everybody knew warehouses are horrible places to put people.” The contractor believes the rejection stemmed from directives coming from the White House.
Stephen Miller’s Alleged Role in Harsh Detention Policies
The contractor attributed the push for deliberately cruel detention conditions to Stephen Miller, who was not present at the meeting but reportedly communicated his stance through DHS leadership.
He stated, “Miller did not want the facilities that were comfortable. He did not want facilities that were humane. We were told point-blank that that was not what the administration wanted.” The contractor added, “Steve Miller certainly seemed to make that point to everyone that he wanted it to be cruel. This was what Miller had stated to the DHS at that time, to the DHS director and deputy director. What surprised me was just how adamant the people were that it was going to happen. Damn the consequences. I would say in 25 years of working with the U.S. government, I’ve never been in that position before.”
ICE Detention Conditions and Detainee Impact
Under Miller’s tenure, ICE has held tens of thousands of individuals, including U.S. citizens, lawful immigrants, and immigrants without criminal convictions, in overcrowded and unsanitary conditions. Reports indicate detainees have faced insufficient food and water, inadequate medical care, denied access to legal counsel, and confinement in cages.
As of earlier this week, 28 people have died in ICE custody in 2026. This follows 33 detainee deaths in 2025, the highest number in two decades.
Official Response to Allegations
The White House spokesperson Lauren Bis responded to the contractor’s claims by dismissing them as “false hearsay allegation(s) from someone who has never even met or talked with Stephen Miller,” calling the statements “defamatory.” No direct response from Miller has been recorded regarding the allegations.
Meanwhile, ICE leadership has reportedly instructed agents nationwide to increase arrests by 1,000 more people daily, a move that could lead to even more overcrowding in detention facilities. Recent incidents, including ICE shooting a suspect in New York City with a child in the car, have drawn public criticism and condemnation from city officials.
The contractor’s revelations add to ongoing scrutiny of immigration detention practices under the current administration, highlighting ethical concerns about the treatment of detainees and the decision-making process behind facility conditions.
These developments underscore the urgent need for transparency and accountability in immigration enforcement policies as debates continue over human rights and government responsibility.
