President Donald Trump has launched a series of unprecedented federal government actions aimed at influencing the upcoming November 3 midterm elections, raising alarms among critics and election experts about legality and democratic norms. These efforts include taxpayer-funded television ads promoting Trump and his agenda, federal agents reviewing voter rolls for noncitizens, and sending government checks to millions of Americans, all intended to boost Republican chances as early voting begins.

Unprecedented Federal Actions Targeting Midterms

Facing a challenging electoral environment, President Trump is utilizing federal resources in ways election experts say have never been seen before. Among the notable steps is a rare mid-decade redistricting effort designed to create more Republican-leaning House districts. Additionally, Trump has issued executive orders imposing new voting restrictions and directed the Department of Homeland Security to investigate voter rolls for noncitizen registrations, all under the banner of election security despite extensive criticism.

Taxpayer-Funded Ads and Controversial Payments

Trump’s administration is spending millions of government dollars on television advertisements that promote the president and his policies, including one ad identical to one used during his 2024 presidential campaign. These ads are defended by the White House as “public service announcements,” although federal laws prohibit public funds for political advertising. Furthermore, the administration recently began mailing $500 refund checks to Americans, claiming these are repayments for supposed overcharges under the Affordable Care Act by the Biden administration.

On October 2, Trump announced plans to send nearly $100 checks to over 20 million seniors by diverting funds from the $2 billion Medicare Improvement Fund, which was originally established by Congress in 2008 to enhance Medicare services. This move has sparked accusations of bribery aimed at securing Republican control of Congress.

Legal and Political Backlash

Critics argue that many of Trump’s tactics are illegal or push the boundaries of federal authority. Adav Noti of the Campaign Legal Center, a nonpartisan watchdog group, stated, “I think the president is trying to use all of the powers at his disposal to control the election results, and almost all of those efforts are illegal, but that has not deterred the administration.” Democrats are particularly concerned about the potential escalation of aggressive measures leading up to the election, with Senator Mark Warner warning, “I think he feels he is unconstrained,” and that Trump “can and would try anything.” Prominent Trump supporters have even suggested deploying Immigration and Customs Enforcement agents to polling sites or declaring a national security emergency, possibilities Trump himself did not rule out in a recent interview.

Impact on Voter Confidence and Election Integrity

Despite the barrage of federal activity, courts and Congress have so far blocked Trump’s most ambitious election reforms, such as requiring proof of citizenship to vote and limiting mail voting. Early voters will not experience major changes to the voting process. However, experts warn that Trump’s actions are eroding trust in the electoral system, sowing confusion and mistrust among voters. Democrats accuse the administration of fostering doubts about election integrity without evidence, setting a volatile stage for potential challenges to the vote count after November 3.

Trump’s Own Assessment and the Road Ahead

At a White House event on September 30 celebrating Hispanic Heritage Month, Trump acknowledged the tough midterm landscape for Republicans. “I think he feels he is unconstrained,” Sen. Mark Warner, D-Virginia, told USA TODAY. “I think he can and would try anything.” White House spokesman Davis Ingle emphasized the president’s role, saying, “President Trump is the unequivocal leader, best messenger, and unmatched motivator for the Republican Party, and he is committed to maintaining Republican majorities in Congress.” As the midterm elections approach, the nation watches closely to see whether Trump’s extraordinary tactics will alter the political balance or further deepen divisions.

These developments mark a significant departure from established norms surrounding U.S. elections, raising difficult questions about the balance of power and the health of the country’s democratic institutions as voters head to the polls.
