Elon Musk, CEO of SpaceX, publicly attributed responsibility to President Donald Trump for the imposed speed limits on Ukrainian troops’ satellite internet, a restriction that Ukrainian officials say led to fatalities. The sudden slowdown of Starshield, SpaceX’s government version of Starlink satellite internet, disrupted critical military operations in Ukraine, according to multiple sources.

Starlink Speed Caps and Their Impact on Ukrainian Defense

On Wednesday, Musk responded on X to a call from former Ukrainian Defense Minister Mykhailo Fedorov to remove speed restrictions on Starshield terminals. Fedorov had emphasized that removing the speed limit was “now critical for Ukraine’s defense.” The Kyiv Independent reported that SpaceX reduced Starshield terminal speeds to 100 miles per hour overnight without prior warning, severely hampering drone missions, frontline logistics, reconnaissance, and signal relay.

A Defense Ministry source told the Kyiv Independent that the actual speed limits during the day were “significantly lower,” although service stabilized somewhat by evening with the cap still in place. Presidential adviser Serhii Beskrestnov described the move as complicating the use of interceptor and mid-range strike drones, a claim echoed by Ukrainian President Volodymyr Zelenskyy, who said the slowdown contributed to people being killed because interceptor drones relying on Starlink were not operational.

Musk’s Statement Assigning Responsibility to President Trump

Musk clarified in his X post that “Starshield systems are owned and controlled by the US government,” and that any speed or usage limits are decided by the US military and “ultimately POTUS.” He differentiated Starshield from the commercial Starlink service, stating the latter is operated by SpaceX for civilian or defensive activities and is not intended for offensive military actions.

The controversy emerged just days after President Trump publicly warned President Zelenskyy against targeting refineries in Ukraine, a warning shared on X. On October 10, Trump said, “We told Zelensky, ‘You can do whatever you want to Russia, but don’t hit the refineries because that’s a world problem.’ And what does he do? He goes and hits the diesel fuel. He better damn well stop.” Musk echoed this sentiment the same day, writing, “Zelensky has gone too far.” These comments came amid growing tensions over the satellite restrictions.

Ukrainian Officials’ Response and Consequences

In an interview with British broadcaster Piers Morgan, Zelenskyy expressed frustration at the timing and impact of the Starlink slowdown, noting it occurred at 1 a.m. and was likely intentional. He said, “Starlink was blocked, of course, by SpaceX and … by the United States.” Zelenskyy stated the resulting lack of working information about ballistic missile attacks left Ukrainian forces vulnerable. He explained, “people were killed because not enough destroying, not enough interceptors, including interceptors with Starlink, which didn’t work, of course.” He also voiced hope the slowdown was only a “mistake.”

Serhii Beskrestnov described the action as “not a coincidence” and linked it to the political situation. The White House has not commented on the restrictions, according to the Kyiv Independent.

Technical and Tactical Challenges Posed by the Slowdown

The Kyiv Independent detailed how the sudden speed cap disrupted several military missions reliant on Starshield terminals, particularly those involving interceptors and mid-range strike drones. The Defense Ministry highlighted that the limits complicated reconnaissance tasks and frontline logistics, vital components of Ukraine’s defense strategy. The slowdown directly affected the efficacy of intercepting Russian ballistic missiles and Shahed attack drones, which rely on Starlink connectivity for coordination.

The restriction came amidst a surge of Russian attacks, further intensifying Ukraine’s defense challenges.

The situation has sparked significant controversy, with critics accusing Musk and President Trump of undermining Ukraine’s military capabilities during a critical moment in the conflict.

The ongoing debate raises questions about the role of private companies, government control, and political influence in modern warfare technology.

As the issue unfolds, Ukrainian defense officials continue to call for the lifting of these restrictions to restore full operational capacity and protect lives on the front lines.
